The Canon EOS R7 Mark II writes CR3 files using Canon's ISOBMFF container. Inside, the EXIF block contains a Canon MakerNote with model-specific CameraInfo data. ShutterCount reads the shutter counter from a uint32 little-endian value at the standard Canon R-series offset within the MakerNote block.
