Panasonic has never embedded shutter count data in their RW2 RAW files, across both G-series (Micro Four Thirds) and S-series (full-frame) cameras. The camera menu is the only way to retrieve this information. This is unlike Nikon (NEF tag 0x00A7), Sony (ARW tag 0x9050), and Canon (CR3 CTMD), which all store permanent hardware counters in their RAW files.

Is the S1H II shutter count affected by video recording?

No. The S1H II uses the electronic shutter for video capture (both streaming sensor output and MOV/MP4 recording), which does not engage the mechanical curtain. Mechanical shutter wear accumulates only from still photography exposures. This means a used S1H II sold as a "video-only body" may have a very low mechanical shutter count despite years of heavy professional use.
